Within the framework of the Component (iv) Education and Awareness Raising of “Demonstration of BAT and BEP in open burning practices in response to the Stockholm Convention on POPs” Project, the 1st Awareness raising campaign on environmental and health hazards of U-POPs combined with the National Inception Workshop was held on 4th June 2016 in Lao Cai, a city in the North of Vietnam. The Campaign was one of the events in World Environment Day 2016 which was organized by the Vietnam Ministry of Natural Resources and Environment with the theme “The call of nature and our actions”. The Campaign consisted of two main parts: a Project Inception Workshop and an Awareness Raising session.
The event attracted 160 participants, including 60 delegates (i.e. environmental officials and related areas, employee from waste treatment companies, experts, scientists, journalists) from Hanoi and other provinces such as Bac Ninh, Quang Ninh; and 100 delegates (i.e. environmental officials and related areas, managers and employees from waste treatment companies and residential communities) from Lao Cai.
The event aimed at two main goals: firstly, to organize the National Inception Workshop, thus, to introduce the project framework to stakeholders, especially the officials from the State authorities, managers of waste treatment enterprises and craft village households and enterprises; and secondly, to raise awareness and understanding of BAT/BEP, open burning, risks associated with U-POPs, GHGs and other contaminants released through open burning.
At the Inception Workshop, the audiences were provided knowledge on four main topics, including: the Stockholm Convention and the status of implementation of the Convention in Vietnam; the project framework; current status of the legislation and the regulations on waste and landfill management, related to open burning activities that generate U-POPs and other pollutants; and a brief summary of the status of environmental pollution in some craft villages in Vietnam to the delegates. At Awareness Raising session, the workshop gave the audiences needed information about urged problems such as: environmental health risks caused by the effects of POPs, U-POPs due to open burning activities; a guide on classification of solid waste at source; introduction of consequences of open burning at metal recycling craft villages and BAT / BEP solutions; and information about applying science and technology to reduce environmental pollution at bronze casting villages. In the session, EM microorganism products were given as gift to the attendees.
The campaign created an environment of communication and exchange of information in order to improve understanding and encourage community to change attitudes and behavior. Communication messages were conveyed successfully to the targeted audiences. After the workshop, the relevant units have captured information of the project and expressed the cooperation in the coming period, including the consensus of Hanoi University of Natural Resources and Environment on training activities, the agreement of Vietnam Association of Craft Villages on the pilot activities.
