In the morning of 02/6/2017, at the People’s Committee of Tho Xuan Commune, Dan Phuong District, the Department of Natural Resources and Environment in Hanoi in collaboration with the Farmer’s Association launched the campaign “Fields without straw burning”. Activities to implement the Resolution of the Hanoi People’s Council on the socio-economic development plan for 5 years 2016-2020 of Hanoi, including the content of restriction not burning straw and practically responds to the Action Month for Environment.

The objective of the campaign is to raise awareness of farmers about the harmful effects of straw burning, to provide useful options for the recycling and reuse of rice straws for economic efficiency and environmental protection and to protect people’s health; and especially to encourage farmers in Tho Xuan commune to say no to burning rice after harvest.

In order to carry out this campaign, from March 2017, the Department of Natural Resources and Environment conducted a survey in the whole city about the burning of straw.

As a preliminary result, most of the suburban districts of Hanoi are burning straw and agricultural by-products in the fields. Hanoi produces over 1 million tons of straw and agricultural by-products with the amount of burning out in the field of 352 thousand t, ns/year (accounting for 33.7%).

Particularly, the burning of straw and agricultural by-products of Dan Phuong district generated about 12,000 tons of CO2, 290 tons of CO, 10 tons of CH4, 17 tons of SO2 and 1 ton of N20, 31 tons of PM10, 155 tons of PAHs.

Based on the results of the survey, the Department of Natural Resources and Environment selected Tho Xuan Commune, Dan Phuong District to pilot the model of using microorganisms to process straw instead of burning the straw after harvesting.

At the campaign launching ceremony, local authorities and about 100 households of Tho Xuan Commune, Dan Phuong District volunteered to sign the campaign “No Straw Burning Field”, equivalent to straw in 5 hectares of rice fields will not be burned after the harvest season of 2017.

Also at the launching ceremony, local farmers were provided and guided the use of biological products for the treatment of straw and agricultural residue after harvest into organic fertilizer for agriculture.
